Plant ID forum: ID plant with tiny leaves

Please can anyone identify this shrub which is in a garden I pass. I am in the UK.

Lonicera (shrub honeysuckle), box and hebe have been suggested, but as you will see from the image the leaves are too small. Each stem has only 7,9 or 11 tiny leaves on. Those suggestions all have more leaves per stem.

Looks like a well trimmed Sophora prostrata Little Baby.

It may be a variety of Lophomyrtus.
The garden, where my mind goes to seed.
