We have a 30 year old Bloodgood Japanese Maple on the South side of the house under planted with the dying ground cover, Vinca Major. Would Carpet roses planted in front of the maple in our North East Georgia climate be a good alternative ground cover?

All roses like a lot of sun and may struggle with root competition. If those conditions are not a problem, consider that "ground cover" roses are low growing but do not really cover the ground densely. You will need to control weeds under them.
