What have you done so far? Are you opposed to using herbicides?

It would also help to know how large of an area is involved.

I would pull the weeds every time I see them. This is much easier after a heavy rain, or if there is no rain, water the area before pulling the weeds. Even removing the top, green growth will deprive the rhizomes of energy and weaken then somewhat. If you are vigilant and dedicated, just keep at it and you will win the fight.

You can cover the area with black plastic weighted down with bricks or rocks. That will deprive the plants of water and sunlight. Keep the plastic in place for as long as necessary.

Another thing that helps is mulch. After you remove the plants from an area, mulch heavily to prevent regrowth. It's not perfect but it will help slow the growth. You still have to keep checking and pulling.

And, if you are not opposed to using herbicides, there are several that will kill the mugwort. They don't work overnight as they need to kill not only the top growth but the rhizomes as well. Your county cooperative extension agent should be able to recommend the best herbicide for your area.
