I am interested in owning a artic butterwort so I can keep it outside in the winter because of how cold it gets here but have no clue where to look for them. Not on ebay or Amazon anyway.

Have you checked with some of the carnivorous plant outlets or clubs? I looked at California Carnivores (my favorite place for new plants). They have one listed and say its in production - get on their list and they will contact you when the plants become available.
