I am new to this site even though I have been a member since forever. I have exciting (I think) news about an annual flower that is actually self seeding and would like to know if anyone else knows about it.

Click on where it says community at the top of the Page. One of the choices will be forums. Go there. One of the forums will be Annuals. You can start a thread with your information there.

What Paul is saying, I think, is that you can't start a new FORUM, only the Admins (probably Dave the Webmaster) can. But you can post a new THREAD; which is best posted where you feel the plant itself is best suited, and as Paul said, in the 'Annuals Forum'
