Welcome!

I suspect your new plant was overwatered before you got it and they tried to hide that fact. Now, the center is rotting out. Take it back to the seller and get a refund.

The "cut" leaves look like they were simply broken off at the edge of the pot, just below. Sometimes when I am cramming too many plants into a space, I will drop one in and the exact same thing happens when leaves overhanging the edge of the pot are pushed right into it and the ends snap off. Not a problem other than aesthetics.

The darker leaf tips are more of a concern because like Daisy said, that may be a sign of rot. If you are unable to return the plant, consider putting it into a larger pot just bigger than the diameter of the plant. Be sure the new pot is not too big, that it has holes at the bottom, and that your soil has good drainage (say 50% pumice/perlite/gravel).

I think the plant may be an Echeveria because Aeoniums normally have fine marginal hairs or bumps on the edge of the leaves. That would not really affect care. Provide your brightest possible indoor location so that low light levels during winter do not cause any issues.

I thought it looked more like an Echeveria than an Aeonium too.

Me too. That's why it was "your new plant". Smiling
