Looks like an Helenium. Not a weed in my garden, but maybe in other Countries if it thrives too well.

I agree, looks like Golden Crownbeard (Verbesina encelioides) which is native here in some parts of the U.S. and Mexico and has naturalized in parts of the Middle East, Spain, Argentina, Australia and the Pacific Islands.
