This was sitting in someones garden in their yard.

Im wondering if its native to WA or not and what its called.

It is a Euphorbia.
Maybe one such as Euphorbia characias Silver Swan?

I agree It is not a native of WA. It is likely Euphorbia characias 'Glacier Blue' as it is more common in the area, having been developed by Skagit Gardens.

I put two of these in the gardens this year. I have really enjoyed their different stages of growth. Not sure they will deal with our wet winters but we will see. They were worth it either way.
