Plant ID forum: Unknown yellow flowered carrot family plant

I was sold this plant years ago without a tag from Atlock Farms. The worker said it is some kind of perennial fennel but it doesn't have any fennel smell or taste. It smells more like parsley.
The flowers are yellow. The foliage is very fine and it will host black swallowtails. I realize the pictures aren't that good. I have better ones somewhere. In the meantime, I'll post these.
This is the flowerhead after flowering, going to seed and the leaves. It is no bigger than a typical parsley plant and it has lived many years.

My thought was Dill too, but the seedhead doesn't look quite right

The flowers are very much like dill but the leaves have more substance and shine and a curl to them. I tasted them but spit them out when there was no fennel flavor not knowing what I put in my mouth. The leaves are putting up with the light frosts we had.
I can't look now but I will try to find some pictures of the flower but just imagine a Dill flower or a fennel flower or a zizia.

Looks like fennel to me (which is a perennial and is in the parsley family).

Foeniculum vulgare Piperitum has bitter seeds; could that be it?

Yeah but I do grow bronze fennel and we have the green bulbing fennel at the community garden and it's not the same. Fennel has a light weight leaf like dill. This leaf, although threaded, has more weight and contour to it. And no anise smell. I've tried to find special fennels, but haven't found a match yet.

I'm really having trouble finding a picture of the bloom. It doesn't bloom every year. This is a picture of the whole plant in June. It doesn't really get much bigger.
