Looks like a scale insect. Do the individual light colored spots come off if you scrape them off with your fingernail? Get a bottle of 70% ethanol and a box of cotton swabs (Qtips) and clean them off carefully. The alcohol makes it easier to remove them because they let go a bit after it has had a chance to sink in. Some people like to use dilute soapy water too, whatever works for you. You have to get them off and keep them off. The second part is easier than the first if you make careful use of the alcohol/soapy water up front.
