I got this little guy a few months ago and was told that because of some fertilizer that was given to him I did not need to water until April. There is one pup (?) that looks sad though- any thoughts on care and possibly type of cactus?

Are you sure that wasn't 'don't fertilize until April'? Cactus don't need that much fertilizer - mine get fed only once or twice a year. But they do need a drink periodically.

I'm not sure what kind of cactus you have but it doesn't matter all that much for care: Water when the potting soil has dried.

It looks like you may have mealybugs or scale, though.

I'm sure he said no water only because I repeated it two times bc it was so odd to me!

For the possible bugs would spraying some soap and water on it be enough? Or is alcohol better

Alcohol is better. Wash it off when you are done.
