Bluegreen tightly packed groundcover. Seen beautifully between massive concrete pavers.

Looks like some sort of Thyme.
Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed.

I agree with Rj. It looks like a thyme.
There are many different varieties, some of which are very low growing and will grow quite happily in cracks and crevices in sunny positions.
A lovely plant to grow as it attracts bees and butterflies and is also quite tolerant of being walked over when the aroma of it's foliage is then released.
The garden, where my mind goes to seed.
