I live in central PA. I was wondering when and how I can transplant this named plant?

Have found the best variegated garden phlox, here, to be Phlox paniculata 'Nora Leigh'.

I've planted it in spring and summer and transplanted it in fall. Find it too difficult to tell which garden phlox are which in spring to divide/transplant them then. I upgrade the soil with organic matter (a weed-free compost) when planting/transplanting perennials; followed by watering.
