Plant ID forum: what plant is this

When it first appeared abt 8 weeks ago with abt 3 leaves & a couple of inches high I thought it may be an oak. Now when it is abt 30" high, all I can say is that it is not an oak. The leaves abt 12" long peel directly off the stem without an intervening stalk like a thistle or dandelion. They are leathery in texture; the silvery underside is not furry. At this age, it has not yet flowered. Location: Melbourne Australia with a [usually] Mediterranean climate, tho this has been an unusually wet early summer which may have helped germination. Soil is very poor fine sand as the area was a swamp about 160 years ago.
