I agree, that lovely bloom is Hibiscus rosa-sinensis:
Tropical Hibiscus (Hibiscus rosa-sinensis 'El Capitolio') which comes in a variety of shades.

I had Tropical Hibiscus (Hibiscus rosa-sinensis 'El Capitolio Bloody Mary') growing at our old house; one of my favorites!
