Hi Carole,

The photos are ordered by the number of thumbs-ups (and then by upload date), so at least two people will need to give that image a thumbs-up for it to be the main image. In rare circumstances an admin will force a particular image to be the primary one, but it's not something we like to do unless absolutely necessary.
