Welcoming Bluebirds in Winter: Unsuccessful attracting Bluebirds

I LOVE Bluebirds....have 4 boxes....properly placed ....but, no Bluebirds year after year? I've had a pair "start" a nest, but abandoned before nest complete. I bought a nice feeder box...placed it adjoining the box that they showed interest in, put good bowl of meal worms in the feeder box, but they never returned. I live on the Tennessee River....in the middle of 13 acres of forest....why do I not have Bluebirds?

I'm certainly no expert on bluebirds, but I think it may because you are "in the middle of 13 acres of forest." My understanding is that bluebirds like large fields of low grass with just a few small trees around, with low branches for them to perch on. I'm on the edge of the woods and have lots of tree cover, and I also have a hard time attracting the bluebirds to nest. They stop by for a while in spring and fall, and there are some visiting my feeders this winter. But I can just about guarantee they will find a neighbor with a more open area when they nest. Shrug!
