Does anyone recognize what is growing or living on the stems of my shamrock? They're really small and brown but they do not move at all. If you do, how do I get rid of them?

Welcome!

They look like aphids. If so, they will wash off with warm soapy water.

I zoomed in on the photo and I think I see little insects at the top of the stem near the leaf that could be aphids. Aphids will crawl and move around. Lower on the stem it appears to be scale insects.
