Plant ID forum: White leaves, red stems. What is it?

Anyone know what this is? The leaves are mottled white, the stems are orange to red. Terminal leaves have persisted into winter but the rest have dropped. It's a few feet tall and wide

One of the Japanese variegated willows? There's this one, and another called 'Flamingo' that we don't have in the NGA database...
