I live in a tropical zone near the Gulf coast, but this year's 4 days of freezing weather did a number on my plumerias that are in the ground. They are all atleast 6 ft tall and right now are oozing fluid. They are mushy when squeezed. My question is "How do I trim them back". To the ground or just to where they are hard? Thanks.

Welcome! BettyHammond. I'm sorry to hear about your plumeria. I was afraid there would be quite a few victims to that cold snap!
You need to start cutting back and the sooner the better. Do this: Cut to where it no longer feels mushy. If the center of the stem looks white you're done. If not, you need to keep cutting but BE SURE TO CLEAN YOUR CUTTING IMPLEMENT between cuts. And yes, you will need to continue cutting until the center of the stem is clean and white.
