It's a very beautiful lichen. The exact species composition (lichens are a symbiosis of fungus plus algae and/or bacteria and/or yeasts) varies a lot. Some have only 2 species involved but vary in appearance tremendously while others have several species and usually look the same.

Lichens present a unique and difficult taxonomy dilemma to botanists and always have because no lichen is a single species but the species which make them up may or may not occur independently.

Thank you SO much for the possible name and explanation. I was going to guess lichen but I thought I needed to be much farther north, so I was puzzled. A very interesting part of nature! Thank You!

Definitely a Lichen, reminds me of one of the Reindeer Lichen, like Cladonia mitis. This list of Ontario Lichens has many photos for comparison: http://mushroomobserver.org/sp...
