Can someone tell me what happened to my litter cactus? How can I safe him?

It looks like it's past saving. Does the pot have holes at the bottom? If not, water probably ended up pooling in there and the soil never properly dried out between waterings. It's very important that water has an exit.

This is not an easy time of year for cacti and succulents, with the lower light and the lower temperatures. It is when they are most vulnerable to rot, and when overwatering tends to have its most undesirable effects.
