I'm not sure when to grow my hot-peppers in Spring Texas

Welcome aboard. Texas is a big state with lots of different climate zones. Peppers are very frost susceptible so Transplant after the frost date for your area. If you wish to start from seeds, start those inside 6-8 weeks before the frost date. Many Texas folks here who can give more precise information.

I live in Canada and I got mine growing indoors already, I keep them in veg until June 20th, I'll have about two foot growth as I intentionally root bound them for space reasons. I transplant them outdoors and give them a week to adjust then I hammer them with phosphorus,
