Pests and Diseases forum: Vinca Phytophthora Blight on Hillside

I moved into a house 6 weeks ago and this hillside was healthy and blooming purple flowers. Fast forward to today and the entire area is dying from what appears to be Phytophthora Blight.

I followed the same watering regimen as the previous owner of 3 times a week for 3 minutes. Then after a few weeks, cut back to twice a week for 3 minutes. Now it appears I must completely strip the hillside and start over.

What's the best way to clear the hillside? Should I clear in sections, then replant, and move onto the next section to deter soil erosion? Or will the disease simply spread to the new ground cover?

Have I diagnosed the problem correctly?
