Looking for some help from someone who knows about plants.

We were gifted the plant in the picture, which admittedly needs repotting.

I noticed this unusual shoot coming out of it with little buds. As the shoot itself is brown, is this part of the plant or some kind of parasite?

I agree The plant is producing a flower stalk. Nothing to worry about; it only means that the plant is happy and is getting plenty of good light. Thumbs up

Why do you feel it needs repotting? It looks good to me.

Hi TomHughes, Welcome!

The Parlor Palm (Chamaedorea elegans) doesn't have very showy blooms but that is exactly what your palm is doing, producing blooms. Your plant looks very happy and healthy and should do well for quite some time in it's current pot.

I always cut the flower stems off before they bloom and die and fall all over the floor. Its like having bird seed everywhere. Smiling
