I have some blue tinted plastic water jugs and am wondering what, if any, effect it will have on winter sowed plants. Will it hold more warmth, block UV rays, make sprouts grow faster or slower? I'm wondering if I should use them.

That may depend on the plant which you sow in them.
Blue plastic is sometimes used to filter out the red end of the light spectrum. If I remember right---snapdragons benefit from blue light. Red light tends to elongate plants so maybe the blue would promote stocky plants ? I am only guessing.
