I would like to know the best time to plant new grass seed in an existing lawn with huge bare patches where my grass died last year. Also, since my soil is very hard and not really able to be tilled, can I mix the seed with topsoil and then spread throughout the patches?

Nope.
It's going to take more than that.
We need more information.
Pics, soil type, any chemical or fertilizer spill.
Why do you think grass died.
Anything you can think of.

Planting grass in a spot where grass dies seems like a frustrating enterprise to me. What plants do grow well in the area?
