I have recently ordered several thousand lavender plugs. What is the best soil mixture to use for transplanting? Miracle gro? Organic peat compost? Etc

What, are you going to do with, several thousand lavender plants ?
Be like that Johnny Apple Seed, dude ! That went across country planting apple seeds.
Just throw em in dirt. With some water ! They'll grow, just about anywhere.
Anything i say, could be misrepresented, or wrong.
