How do I propagate it? No new plants produced for the last 4 years that I've had it.

I have no experience, as I never have it.. but this source said by seed or division, and flower should be artificially pollinated to ensure pollination..

Truly one for my wish list! LOVE!

This species name suggests that the plant has an odor, usually blooms are responsible for that. Have you sniffed? No bloom pics in this entry yet:
Cochliostema (Cochliostema odoratissimum)

There is also this one, with a pic of unopened buds:
Cochliostema velutinum

Your pics would be a great addition to the DB entry, whichever it is. The chestofbooks link has an interesting sentence in its' article: "Gardeners recognize 2 species, although they are considered by some botanists as forms of one. Recorded as the most beautiful cult, plants of the family."
The golden rule: Do to others only that which you would have done to you.
