Hey friends! Does anyone know what this is? The leaves are covered in tiny soft hairs. No blooms yet but buds are developing.

Hi K8arington, Welcome!

It reminds me a lot of Chicory (Cichorium intybus) but I really don't know. You will be able to get an exact ID once the blooms appear but someone may be along soon and recognize those leaves; meanwhile for comparison, two images from our database:
