Hi, if a cactus is planted directly alongside a lemon tree would it take all the moisture away from the lemon tree?

No. But, your cactus will probably get too wet. Your lemon tree will need more water than the cactus. I don't think you'll be able to keep them both happy, if they're planted too close to each other.
