Can anyone identify the problem my brother has with his plum tree please. The webbing is surrounding a fungus.

The webbing may indeed be part of the fungus, not from an insect or spider.
If the fungus has taken hold of the tree to that extent it could very well be close to its end.

Thank you Bill. I did wonder if that might be the case, the tree certainly doesn't appear to be in the best of health, and I'm not sure how old it is. I'm afraid my brother will have to get rid of it and add it to his log pile.
