Inflows on plumeria

I live in middle TN and still have my plumeria inside . The odd thing is that they are forming inflows on the tips but no leaves! When I brought in one of them in the fall it had started an inflow that didn't bloom. Do I cut it off?

I wouldn't. It may dry up and drop on it's own...or it may bloom once it get enough sun and heat. In either case, it will probably branch there.
