I know what it is but not what they do. Its a Spittlebug.

I found this bug that matches to a "T" I also identified it as a spittle bug because it matches right up to the little red triangle. Except this one has 3 stripes. Couldn't find any with 3 stripes. Mutation or different variety? Confused
