I noticed my Cecile Brunner is starting to grow foliage and buds right through existing flowers. What's going on here? Anything I need to worry about?

That's called proliferation and it's usually a one-time occurrence. It's usually seen in spring or early summer and really is no cause for alarm. I'm not sure of the cause, but some sources blame proliferation on a late frost.

I had a couple of blooms like this on Betty White about 10 years ago and a couple on Cecile Brunner about 3 years ago. It never happened to either rose again.

Ok yeah it doesn't even really bother me, I was just worried it was a virus or something. I feel much better thank you again!
