This bushy plant appeared in my garden in early spring last year. There were no buds/flowers of any kind throughout the season, and it stayed hardy until a frost in October.

It returned this year and the plant is bigger than before.

Can you tell me anything about it?

Its a Lupine and this year it should bloom.
