Welcome to the Forum!! Sooby certainly identified the problem and the cure is simple. Firstly, they usually attack light or white colored roses. Just buy a bottle of Safers (or other brand of insecticidal soap) and spray buds in early morning. Note: There are a million home-made spray suggestions for duplicating Insecticidal soap, some lethal to the rose! First time? Just buy one, but spray early in the morning. No question with the diagnosis, but if you want to make certain, take a diseased rose bloom and tap it over a piece of white paper. Presto! Cheers!
