Help with what I think is a lilac bush

zone 5 - northern Illinois
This bush has a large area of dead branches. Should I cut the dead stuff off? Will it ever fill in or will there always be a large open gap?

Scratch bark to see if it's green underneath. If it's not. Cut it out.
It will fill in, make sure drip line of bush gets plenty of water.
Anything i say, could be misrepresented, or wrong.
