Need to know if there is a weed killer that can be used safely in a vegetable garden at time of planting carrots beans, tomatoes, etc.

I would say no. The label may state otherwise, but think about it.

Could use pre=emergent around tomato PLANTS but not if doing any seeds as is typical for carrots, beans.
Plant it and they will come.
