We bought our house on Cape Cod three years ago and the Spirea and Golden Chain have always bloomed. We had a terrible winter and a cold rainy spring. There is foliage on both plants, but no flower buds! Why? The weather?

Hi mrsracerx196, Welcome!

I don't know a thing about Spiraeas (Spiraea) or Golden Chain Tree (Laburnum anagyroides) but the way the weather has been around the country this year, it wouldn't surprise me a bit if weather indeed has something to do with it.

Hopefully others who live in your part of the country will be along soon to offer ideas as to what's might be going on.
