Does it hurt plant to cut asparagus roots?

are you referring to edible Asparagus plants (Asparagus officinalis) or Asparagus Ferns (Asparagus aethiopicus)?

The roots have grown into adjacent bed where I want to plant potato's.

If you don't want asparagus in that particular bed. Dig them under ! Or out.
