Spiraea alba does not grow wild in Texas, too far south, and the flower cluster is rounded and not spike-like. Look at most of the newer photos.

Also a distinguishing characteristic is that the leaves on S. alba have serrated edges along the entire leaf margin and the plant in the photo does not. This could help in the ID.
