As a guess ... Maybe it is purple sage (Salvia leucophylla)

I'm pretty sure it's a Salvia.. I'd go with Larisa's guess of leucophylla.. It's a California native.. You might check out Betsy Clebsch's 2 books on Salvias if you wanted to learn more about them.. She's not far from you in Woodside.

I agree, it appears to be a variety of pretty Purple Sage (Salvia leucophylla)
