Rose of Sharon would be good and they take well to pruning. The Lil Kim series of Rose of Sharon only get about 5 feet tall.

One of the small growing Crepe Myrtles would also work. Something that grows incredibly slowly like Colorado Spruce cultivator Baby Blue Eyes - doesn't bloom but stays green (blue) all winter.
