Beets and other cool-weather veggies will want to wait until early spring - February? - in your zone.
I'm not sure about flower bulbs in your area but you could probably plant some things like daffodils in November that will then bloom for you in the spring. I'm quite a bit south of you, halfway down Florida and for winter color, I plant cool weather annurals like Calendula. They give me nice color right through the winter. If you had a really hard frost, you'd need to throw a sheet over them for the coldest nights but they don't mind cold weather. Pansies are also very good value for winter color and will stand some frost.
