Outside - Diatomaceous Earth will help but it will need to be re-applied from time to time.
Also outside...Okay, you don't care for spiders, no problem. How to you feel about toads? If you can keep toads in that area they should eliminate quite a few of the insects. They may hibernate during the coldest months but will become active again when the weather warms.
Inside the apartment you could let a couple of Mediterranean House Geckos loose - they work for free and have been used in New York apartments for decades. All they require is a shallow dish of water and they will quiet eat insects most of the night - you won't see them much during the day. These little lizards are about the size of your pinky finger, they are all females and do not require a 'husband' to have baby lizards. Here is one we found in the classroom at school.
There are other types of Geckos such as the Tokay Gecko but they are larger.
