I don't know why your plant looks like an echeveria to me maybe because it looks so big and the leaves are so far apart from each other.
Anyway, there have been semps that do have bumps; some have them temporarily. I have seen them on seedlings that people have grown but not in a known cultivar. And I have observed bumps on one of my sempervivums, but they are tiny ones. Sorry I can't help with your identification.
