Looks like Echeveria, and looks like it's going to flower soon. If it's an indoor plant, try to provide hours of daily sun through the window, like right by an unobstructed window. Your sunniest indoor exposure. Outdoors the best location depends on your climate. Try to water when the soil is going dry, not a whole lot sooner. I like to use a rocky mix (50% pumice) to minimize the risk of rot. Given strong light and a rocky mix indoors, you might want to water every 7-10 days this time of year.
