I have found these tiny, quickly crawling dark gray/brown insects underneath the pots of my plants.

They're quite small and very hard to see against the textured floor of the balcony, but I'm worried they may be male mealybugs? I say this because I have seen female mealybugs on my other plants.

I've tried spraying my plants and the bugs with a vinegar/water solution, a dish soap/water solution, and soaking the potted plant's soil with a hydrogen peroxide/water solution as well as spraying the plants and bugs with neem oil. Nothing seems to be working and I would welcome any thoughts!
