The plant is a Sempervivum, not an Echeveria. You can tell by the marginal cilia, the rosette shape, and the leaf shape. E. setosa var. deminuta has thick, glaucous, spathulate leaves. This plant has green, glabrous, oblong-lanceolate leaves. E. setosa var. deminuta has hair on the tips of the leaves, but this plant does not. This plant has a loose rosette with fewer leaves compared to E. setosa var. deminuta. I would guess that this plant is a hybrid of S. tectorum.
